2  cups  unbleached all-purpose flour

2/3  cup  unsweetened cocoa powder

1/2  cup  sugar

2  teaspoons  baking soda, sieved

1/2  teaspoon  salt

1 1/3  cups  milk

1/3  cup   vegetable oil

2  large   eggs

1  teaspoon   vanilla extract

1  cup  semi-sweet chocolate mini chips

1. Preheat the oven to 400F degrees. Lightly butter 12 muffin cups or coat with nonstick cooking spray.

2. In a large bowl, combine the flour, cocoa powder, sugar, baking soda and salt; stir to blend.

3.In a separate bowl, whisk together the milk, oil, eggs and vanilla until smooth. Add the liquid ingredients and 1/2 cup of the chocolate chips to the dry ingredients and fold just until evenly moistened. Do not overmix.

4.Divide the batter evenly among the muffin cups. Sprinkle the muffins evenly with the remaining chocolate chips.

5. Bake until a toothpick inserted in the centers comes out clean, 20 to 22 minutes. Cool on a wire rack before removing from the pan.
